The concepts of solidarity and civil rights seem to be somewhat contradictory. As an entrepreneur and employer, EU citizens have certain civil rights that allow them to freely organise their own business; but at the same time, are they supposed to restrict these rights in order to show solidarity with their employees?
“In fact, the idea of solidarity in the EU very often aims to provide protection against overly powerful employers. Solidarity between employers and employees means creating good working conditions, ensuring health and social protection, and loyal cooperation within the company.”
“Civil or citizens’ rights, on the other hand, ensure protection against an overly powerful state: EU citizens are granted full voting rights (active and passive) at all levels. They shall also be heard and supported in their concerns at all times (this is the principle of good administration).”
The European Ombudsman helps EU citizens to enforce their civil rights and the principle of solidarity. Any person in the EU can appeal to the Ombudsman in cases of

- Delays in administrative procedures
- Errors in Decision-Making Processes
